NOTICE IS HEREBY GIVEN that a Joint City Council Meeting will be held in the Council Chamber – 275 East Olive Avenue, Second Floor, on Tuesday, June 2, 2026, at 4:30 p.m., to discuss matters on the attached agenda. 

Members of the public have the option to participate in the meeting via in-person and/or telephonically for Closed Session, General Public Comment, Public Hearings, and Study Sessions. They may also submit their written comments regarding City business using the eComment feature on the City website.

Auxiliary aids and services are available for individuals with speech, vision, or hearing impairments (48-hour notice is required). For more information, please contact the ADA Coordinator at (818) 238-5051.

Public Comment Options:

  1. To speak during Closed Session Public Comment, General Public Comment, Public Hearing Public Comment, and Study Session Public Comment periods during the meeting, members of the public may speak in-person in the Council Chamber or call (818) 238-3335. Speaker time limits will be determined by the Presiding Officer, depending on how many public comment cards are received and how many callers are in the queue at the commencement of each public comment period (as shown below). Additional public comment cards and calls will not be accepted once the public comment period commences.
    • 1 – 20 Total Speakers – 3 minutes each
    • 21 – 39 Total Speakers – 2 minutes each

  2. The Reports to Council Public Comment periods are only accepted in person – public comment cards must be submitted before the public comment period begins for each report to Council. 7. 

Approval of a Parking Permit Agreement with the Boys and Girls Club of Burbank and Greater East Valley to Provide Two Months of Discounted Staff Parking at the Courthouse City Public Parking Structure – Community Development Department

 

Recommendation:
  1. Find the approval of a Parking Permit Agreement for non-exclusive use of certain spaces within the City-owned Courthouse Public Parking Structure exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines § 15301 because the approval involves operation of an existing facility involving no expansion of existing or former use.
  2. Approve a Parking Permit Agreement with the Boys and Girls Club of Burbank and Greater East Valley (B&G Club) to provide a 40% discount on the cost of the City’s regular monthly public parking permit fee to allow B&G Club employees to park at the City-owned Courthouse Public Parking Structure for a two-month summer period.
  3. Authorize the Community Development Director, as the City Manager’s designee, to execute the Parking Permit Agreement on behalf of the City.

Approval of Purchase and Sale Agreement Between Robert L. Persson, Robert G. Wedeen, Tasha Sounart, Kelsey Hendrix, Hunter Persson, Prestin Wittbrodt, and Robert G. Wedeen Trust, and the City of Burbank, For the Property Commonly Known As 110 W. Olive Street, Located in the City of Burbank, County of Los Angeles, State of California, APN Nos. 2451-007-019, 2451-007-20 And 2451-007-026 and Amend the Fiscal Year 2025-2026 Budget by $13,500,000 – Community Development Department

 

Recommendation:
  1. Find that the proposed acquisition of the subject property is being undertaken without plans for any specific use or development of the property at this time, and therefore the mere change in title ownership does not have the possibility of causing any potentially significant impact on the environment and therefore is exempt from environment review under the California Environmental Quality Act pursuant to Pub. Res. Code § 21065, CEQA Guidelines §§ 15060(c)(2)-(3), 15061(b)(3), 15378).  As such, no additional environmental analysis is required at this time;
  2. Find that the proposed acquisition of the subject property is consistent with the City’s adopted General Plan;
  3. Approve, as to form, the Purchase and Sale Agreement and Escrow Instructions and authorize the City Manager to close escrow to finalize the purchase of the Property;  
  4. Authorize the City Manager or his designee to execute the final Purchase and Sales Agreement Between Robert L. Persson, Robert G. Wedeen, Tasha Sounart, Kelsey Hendrix, Hunter Persson, Prestin Wittbrodt, and Robert G. Wedeen Trust and the City of Burbank, for the property commonly known as 110 W. Olive Street, located in the City of Burbank, County of Los Angeles, State of California, APN Nos. 2451-007-019, 2451-007-20 and 2451-007-026 in the amount of $14,000,000;
  5. Amend the Fiscal Year 2025-26 Budget to appropriate $13,500,000, the remainder of the sales price ($14,000,000 minus $500,000 deposit); and
  6. Authorize City staff to collect rent on the existing lease and appropriate the funds.
